In NY you get what is called a Deer Management Permit which allows you one doe. However you can take a doe during archery season and one in muzzleloader season. The tags are for either buck or doe. Some areas of the state you can get more than one DMP as well. IN a couple of counties you can shoot a doe and bring the deer's head to the local DNR office and they'll issue you another permit for either sex. However if you keep shooting does they'll issue you another permit but once you take a buck you don't get another permit. Obviously these are areas with very high deer densities.

If your a farmer here in PA you can shoot them year round ! If your not a farmer. You can get a doe tag, sometimes two of them.

Hunting in a CWD zone here we can shoot four per day. Archery or firearm seasons run from 9/13 to 1/4/09. That's one heck of a bunch.
Oh yes, I can shoot a buck.

Here in PA, they issue doe permits by Wildlife Management Unit. They figure out how many permits to issue in each unit and you apply for one. Then, if there are extras left a few weeks later, you can apply for another. And this goes on over and over until they are all sold. You can have any number of permits, as long as they are still available. Each permit is one doe you can bag. My son and me each get two tags in one WMU and usually one in another. But we never shoot that many - two or three is about all we can use in a year and I don't want to shoot them for no reason.
If they didn't have a season here for does, in about two years, there would be so many deer you couldn't drive at night. Last season, the estimate was a harvest of 213,000 does (and 109,000 bucks). If there was no does season, those does would have 213,000 fawns (or more) and the next year and it would grow very rapidly each year. There are some groups who want to cut doe licenses for a couple of years because they don't think there are enough deer. My belief is that we have plenty. I see deer all the time - here at home, near my parents home or up in the mountains (although they are less densely populated in themountains). But there are some hunters who just want more and more deer - even if it messes up other things in the forests up here. They don't seem to understand the idea of balance in nature.
Anyway, doe seasons are a touchy subject here in PA.

why is doe season touchy?

Some hunters don't think we have enough deer. They want to double, triple... the population and so want doe season to end. Each doe that is harvested is one deer this year, but potentially two next year, three or four the year after that, etc. But because a buck can and does breed multiple does, harvesting a buck this year is only one deer.
There are sportsmen's groups that are actually suing the PGC (PA Game Commission) to end doe hunting in some areas of the state. There are also conspiracy theories out there that the PGC is taking money from insurance companies and logging industry to keep the deer numbers low.
I support the current management in PA of the deer herd. We are way out of balance - should be roughly 50/50 bucks to does according to much of the science, but were far from that for many years. The current point restrictions are meaning more (and bigger) bucks. Bucks are living an extra year or two.
In PA, the harvest of deer is something like 300k to 400k every year. Hunting is a HUGE impact on the population. As such, we need to manage it properly.

Sunshine.... We have a good deer population here. Not sure why it only a one deer state. We have both Whitetails and Muleys. I live in the north part of the state and the Mule deer usually stay higher on the mountain then the whitetail but I have seen them both in the same area...

This year I can shoot 2 bucks and 2 does, could have gotten more deer tags if I was on the ball, But I missed the quota. But my son and daughter can also shoot 1 deer apiece, buck or doe

The game commission have no clue what in the woods. They go by a harvest report card, that not everyone turns in.. I know a lot of people that don't even take there deer to the butchers. So they shoot more then they are aloud to..

Sam, you don't think 300k is a big impact on the population? The hillbilly poachers and farmers don't shoot that many.
