you are right earl..the regular snare has no break away devise as the restraint or relaxing lock but they are both snares

IMO a CR is a type of snare. Just like an RBG is a type of body gripper. The term "Cable Restraint" means they need to have relaxing locks, bad's, certain cable sizes, ect... to make them as non-lethal as possible. I'm sure the name "Cable Restraint" was chosen to conjure a prettier picture, in the eyes of the general public, than the term "Snare" does. When you say snare to people who aren't trappers they think of images of animals swinging by the neck from a tree, where CR makes them think of a dog on a leash. That is why when talking to farmers seeking permissions, I use the term "live catch". It does help.
Like it or not CR's are snares but a certain type of non-lethal snares. If using the term "Cable Restraint" means you get to use one more tool to catch critters, I say use it.

Cable restraints are snares as you stated that have stop locks or relaxing locks on them and are designed to hold the animal alive such as leg hold traps and leg snares do, while snares catch and kill.
